In 1953 a new course for Explorer youth leaders (referred to as "Elected Leaders") was developed at Philmont. This course was first called National Senior Crew Leader Training Course, and was an intense 22 day course aimed at Senior Crew Leaders of Explorer units (Posts, Ships, Squadrons & Troop Crews) with council approval. It was intended to be the Explorer counterpart to the National Junior Leader Training Courses being given for some time at Philmont and the Schiff Scout Reservation. In the first year 3 courses were given.
Around 1956 the course was renamed to the National Explorer Elected Leader Training Course and at some point courses were also given at Schiff. With the name change, the focus of the course was slightly changed. While it appears the focus of the earlier version was to train the Senior Crew Leaders, in the later version the course was also aimed at creating trained Explorer youth leaders who could return to their councils and be able to conduct district/council Explorer events and run the Explorer Elected Leader Training courses, which is similiar to the purpose of the NJLTC courses. The length of the course was also reduced to 2 weeks, but some courses at Philmont had the option of allowing for an additional twelve day Explorer Expedition. In 1957, 4 courses were given at Philmont, two of which had the added Explorer Expedition (no idea about Schiff that year). In 1958, 2 courses were given at Schiff and 4 at Philmont.
With the change in the Explorer program in 1959, this course was discontinued. No real replacement for it was created, most likely due to the establishment of Regional and National Explorer events, making such a program unnecessary.

Eventually it evolved to be more of an instructor course for Explorer to do council level training as set down in the Explorer Elected Leader Training (#6615), much like the National Junior Leader Instructor Courses, with its aim of developing scouts who can then be instructors at their council's Junior Leader Training Conference courses. The length of the course was also reduced to 2 weeks.
Patches for the courses were made in the style of the National Junior Leader Training courses being held at Philmont and Schiff. Am unaware of any neckerchiefs or other insignia being made.

Unaware of any literature apart from course syllabi, which I have not seen. In the later version of the course, participants were prepared to be leaders of the Explorer training covered in the Explorer Elected Leader Training booklet (#6615).
